A. Any person, either as an individual or representing a group, shall be granted permission to address the Commission at its regular meeting. In order to facilitate presentations, persons are encouraged to obtain and complete a speaker's card prior to addressing the Commission. Standards for appropriate conduct and language shall be set forth on the speaker's card, and speakers shall agree to abide by them.
B. A person who wishes to address the Commission must follow the procedures set forth below:
1. A speaker will be permitted a maximum of one and one-half minutes to address items on the Commission's Order of Business and nonagenda items. If a speaker wishes to address nonagenda items only, he/she will be permitted to speak for a maximum of three minutes at the conclusion of the Commission's regular Order of Business.
2. The number of speakers on any one subject shall be limited to seven except as provided below:
a. Representatives of groups wishing to speak on any one subject shall be limited to one and one-half minutes for each speaker provided that the total time does not exceed ten minutes.
b. When there are speakers in opposition to each other on a subject, they shall be limited to three for each side of the issue.
C. Speakers are not to engage in a dialogue with Commission members and staff unless the Commission wishes to address questions to the speakers or request comments from the staff. Commission members may interrupt a speaker at any time to ask questions or make comments and may request the speakers to provide additional information or comments as frequently as necessary to clarify the issues.
D. Remarks by any person addressing the Commission that reflect adversely upon the political, religious, or economic views, character, or motives of any person are out of order. Remarks or discussion in public meetings on subjects which the Commission is scheduled to consider in closed session, or that the Commission is continuing for discussion in closed session, are out of order. Charges or complaints against employees shall be processed under appropriate Board of Education Rules. Charges or complaints against Personnel Commission staff shall be processed under Personnel Commission Rule 513. Speakers shall abide by the rulings of the Chairperson regarding respectful conduct and language as set forth on the speaker's card and in this Rule and refrain from disruptive activities.

F. Signs, posters, or banners are prohibited in the Commission meeting room.
G. No smoking will be permitted at any meeting of the Personnel Commission.
H. The provisions of this Rule shall not apply when a representative of an employee organization or the administration is requested by the Commission or its staff to address the Commission.
