On February 3, 2009, Jack O’Connell, State Superintendent of Public Instruction notified school districts that because of California’s unprecedented shortfall and the nation’s economic crisis, he has ordered the California Department of Education (CDE) to suspend on-site district monitoring visits until further notice

This policy bulletin outlines state regulations for schools applying to coordinate state categorical funds. The School-based Coordinated Program (SBCP) ensures that all students, including those with special needs—English Learners (EL), Gifted and Talented Education (GATE), Special Education, and Educationally Disadvantaged—are provided an enriched instructional program based on the District’s core curriculum and state standards. Participation in SBCP provides greater flexibility for schools to coordinate services provided by state categorical funds.

The purpose of this Reference Guide is to provide guidance to Title I Targeted Assistance Schools (TAS) with the identification of Title I-eligible students and how to prepare the Title I Student Identification Roster.

This policy bulletin outlines federal and state guidelines for requiring an inventory for equipment purchased with categorical funds at school sites and offices, including equipment purchased through the imprest fund or with the Procurement Card (P-Card). The equipment must be maintained and readily available for examination. Equipment inventories are subject to review at any time by federal and state auditors for equipment costing a total of $500 (excluding tax or other charges) or more. This revision replaces Bulletin Number BUL-3508.0 of the same title issued on January 29, 2007, from Specially Funded Programs, Compliance and Technical Support Branch (SFP). It has been updated to reflect the processes for the liquidation of equipment and the physical inventory check of equipment at school sites.

    This policy bulletin outlines federal and state regulations requiring all personnel who are compensated from more than one funding resource to document actual time supporting the cost distribution to each program, single state restricted program, or working solely on a single cost objective single indirect cost activity are required to complete semi-annual certifications. This bulletin replaces BUL-888.1, Semi-Annual Certification and BUL-889.2, Multi-Funded Personnel Time Reporting, both dated May 1, 2006.
