Uniform Complaint Procedures were developed and established to handle complaints against the District that involve specific educational programs which are conducted with state or federal funds or that regard charges that the District has unlawfully discriminated against someone. (Procedure established in accordance with state law, Title 5, California Code of Regulations, Sections 4600-4671).

These same complaint procedures may be used to file complaints which charge that the District has engaged in discrimination based on someone's disability (prohibited by deferal regulations in Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990) or discriminated against someone based on his/her gender (prohibited by federal regulations in Title IX of the Educatiohn Amendments of 1972).

This brochure provides notice by the District that these complaint procedures are available for use under the circumstances described herein.

These complaint procedures cover the following educational programs:

1. Adult Basic Education
2. Federal Aid Programs
3. Migrant Education
4. Vocational Education
5. Child Care and Development
6. Child Nutrition
7. Special Education
8. Any other program benefiting from state or federal funds in which occurs discrimination based on race, religion, national origin, age (40 and above), gender (including sexual harassment), color, sexual orientation, physical or mental disability, medical condition (cancer-related), marital status, ancestry, or political belief or affiliation.

Any person, organization, or public agency concerned about a violation of state or federal regulations governing an educational program listed in this brochure is to submit a written complaint to Margaret Jones, Administrator, Specially Funded Programs, Technical Support and Monitoring, 450 N. Grand Avenue, Room A-329, Los Angeles, CA 90012. This office will provide assistance to those who cannot complete a written complaint.

Notice is given that confidentiality will be observed to every extent that it is possible to do so and that the District prohibits retaliation against anyone who files a complaint or anyone who participates in the complaint investigation process.

Complainants are further advised that civil law remedies, including, but not limited to, injunctions, restraining orders, or other orders may also be available to them.
