Mr. Kiriyama welcomed those present and explained that he will be chairing the Committee, since Mr. David Tokofsky is in Washington today.
INTRODUCTION OF MANAGERS FROM STATE DEPARTMENT OF EDUCATION
Ms. Coughlin introduced and gave a warm welcome to the following managers from the State
Department of Education in Sacramento who will visit some of our schools to see Learning Support
in Action:
Mary Weaver, Manager of Safe Schools and Violence Prevention Unit
Carolyn Roberts, Manager, Comprehensive School Health Programs Office
Susan Thompson, Manager, Family and Community Partnerships Office
Jill Gilbert, Manager, Healthy Kids Program Office
AGENDA REVIEW
In her overview of the agenda, Ms. Coughlin reported that this is Healthy Start Day. There will be an update on the Healthy Start Project by Mr. Valdez to be followed by a discussion regarding where we go with Healthy Start in Los Angeles.
UPDATE ON HEALTHY START IN THE LOS ANGELES UNIFIED SCHOOL DISTRICT
Mr. Valdez congratulated those present who have established the foundation , and have been at school sites delivering services, working with parents and children, trying to make the connection with the community.
In reviewing the development of the Healthy Start Program from its beginning in 1992, the proposals show there has been a drastic change and a large amount of growth can be identified. Operational and planning sites were shown on maps provided. The LAUSD Healthy Start Program is working with the Los Angeles County Healthy Start Regional Network. There are 52 operational sites and 40 planning sites, for which an effort is being made to provide technical assistance as well as staff development.
Mrs. Barbara Boudreaux who had been participating in another committee meeting, stopped by to congratulate those who have worked so diligently to provide Healthy Start services to the community.
Mr. Brynelson spoke of visiting LAUSD schools and commended those involved in the Healthy Start Program for their willingness to engage in the magnitude of its issues and problems. He discussed the sustainability of the program and spoke of recent legislation in support of efforts in its behalf.
A discussion followed in which Ms. Kleinberg answered questions and provided assistance regarding applications. Single sites, a combination of several sites, and sites connected to schools were discussed by Dr. DuPlessis and funding was clarified. Mr. Villareal outlined her experiences with the Healthy Start Program and expressed her optimism concerning its continuation.
Ms. Coughlin reviewed the need for coordinating the efforts of all the public entities rather than continuing with the present fragmented approach, and announced that this is part of the motion Mr. Kiriyama and Mr. Tokofsky are sponsoring which will be introduced on November 17, at 12:00 noon at a Special Committee of the Whole. She said that Members of the Committee here will be invited to attend and participate, and those who wish to do so were encourage to write or call Ms. Coughlin, Mr. Valdez,or Mr. DiCecco with their thought. It is hoped that this combined thrust will result in greater leadership at the state level.
Mr. Kiriyama suggested that members of the audience, or those who have suggestions put it in writing, and submit them to Ms. Coughlin's office.
