INTRODUCTION AND PURPOSE OF COMMITTEE
Ms. LaMotte opened the first meeting of the Special Committee on Legislation and Intergovernmental Affairs and stated the purpose of the Committee is to review the significant legislation of the past year and approve the legislative policies and legislative agenda for the coming year. She stated that 3 meetings have been scheduled for this school year.
LEGISLATIVE POLICY AND PROCESS
Ms. Vivian Castro stated that the purpose of this meeting would be to focus on the following goals: review Legislative Policies for 2004; review legislative proposals from Board Members and District staff; provide an overview of the accomplishments of the Legislative and Governmental Relations Office in the past year; and to give an overview of the major issues impacting the political environment and the state budget that will impact education in 2004. She highlighted some of the legislative policies as well as some of the achievements by her office.
ACTION ITEMS
Ms. Erika Hoffman highlighted some of the proposals presented to the Board as well as responded to
questions from Board Members regarding the process in relation to the District's position on State
Legislative issues.
INFORMATION ITEMS
Mr. James Morris, Ms. Hoffman, Ms. Barber and Ms. Castro addressed the Board regarding the Full Day Kindergarten proposal and responded to questions from Board Members.
Mr. Bernie Goldstein, Ms. Hoffman and Ms. Castro responded to questions from Board Members regarding the Certificated Tenure Calculation proposal.
Mr. Jefferson Crain, Executive Officer of the Board, updated the Board regarding the general guidelines adopted by the Board in the past in relation to the Board's position on proposals.
Board Members agreed that there was a need to revise the review process as well as the prioritization of the proposals.
Superintendent Romer briefed the Board regarding the weighted student formula and indicated that he would be reporting to the Board in the near future regarding this subject.
Ms. Castro shared her concern regarding the urgency of some items. She indicated that the proposals in the packet were brought to the Board for discussion and recommended that the Board hold the items of concern and move forward with the remainder of the packet.
Mr. Crain indicated that for Board approval to be given and an official Board position to be taken all proposals need to be presented to the Board in a Board Report format with the recommendations of the Superintendent at a regular Board Meeting.
Mr. Gritzner gave a brief Local Government report, indicating that he serves as a liaison between the
District and other local government agencies.
