Dr. Ott introduced the new staff members, Dr. Sylvia Rousseau and Mr. J. D. Gaydowski.

Speakers

Mr. Jeff Shimizu, Dean of Instruction, Santa Monica Community College, expressed his support for Ms. Hayes' and Ms. Korenstein's motion pertaining to the Los Angeles Unified School District-Los Angeles Community College District Concurrent Enrollment Program.

Ms. Esther Hugo, Outreach Counselor, Santa Monica Community College, expressed her support for Ms. Hayes' and Ms. Korenstein's motion.

Ms. Lorena Jaramillo, a parent, spoke about the unprofessional conduct of various staff members and teachers.

OVERVIEW OF RESPONSIBILITIES

Dr. Alexander stated that he oversees Student Integration Services, the Gifted and Talented Unit, Intergroup Relations, the Parent Community Services Branch, the Specially Funded Programs Branch, the Magnet Program, the International Visitors Program and Ten Schools Programs Compliance.


STANDARDS-BASED PROMOTION

Ms. Shannon provided an overview of the Standards-Based Promotion implementation plan and made a number of recommendations for future implementation. She noted that the California legislature passed Assembly Bill 1626 which ended the practice of promoting students from grade to grade whether or not they had mastered the grade-level curriculum. School districts are now required to implement Standards-Based Promotion. Students will need to show that they have learned the standards for that grade on a satisfactory level before they can be promoted to the next grade.

Mr. Darryl DuFay, a retired principal, expressed his concern over the fee charged by Harcourt Brace for the Ready Reports software.

Ms. Becki Robinson, Elementary Vice President, United Teachers Los Angeles, expressed her views on Standards-Based Promotion and her opposition to Mr. Tokofsky's motion.

Ms. Shannon responded to questions raised by the Committee.

MR. TOKOFSKY'S MOTION‹STANDARDS-BASED PROMOTION

Mr. Tokofsky presented his motion on social promotion. He raised a number of questions that will be addressed at the Board of Education meeting on November 28, 2000.

APPROVAL OF DISTRICTWIDE LIBRARY AND CLASSROOM LIBRARY PLANS

Mr. Konantz presented Educational Services Communication No. 1 proposing approval of the Districtwide Library Plan and Districtwide Classroom Library Plan as a condition of funding from the California Public School Library Act of 1998 and the California Classroom Library Materials Act of 1999.

Mr. Konantz responded to questions raised by the Committee.

The communication was approved for transmittal to the Board of Education on November 28, 2000.

RESOLUTION TO PARTICIPATE IN GRANT APPLICATION BETWEEN VISUAL AND PERFORMING ARTS UNIT AND THE PERFORMING ARTS CENTER OF LOS ANGELES COUNTY

Mr. Doyle presented Educational Services Communication No. 2 proposing participation in a collaborative grant between the Visual and Performing Arts Unit and the Education Division of the Performing Arts Center of Los Angeles County in the California Arts Council's new component of its Arts in Education Programming.

The communication was approved for transmittal to the Board of Education on November 28, 2000.

ENGLISH LANGUAGE AND INTENSIVE LITERACY PROGRAM

Due to time constraints, this item was not discussed.
