DECISION ITEMS
TEXTBOOKS AND INSTRUCTIONAL MATERIALS CERTIFICATION RESOLUTION
Mr. Konantz presented Division of Instruction Communication No. 1 proposing the adoption of the textbooks and instructional materials certification resolution.
The communication was approved for transmittal to the Board of Education on May 23, 2000.
CONTINUATION OF THE TRANSITION PARTNERSHIP PROJECT, 2000-2001
Mr. Konantz presented Division of Instruction Communication No. 5 proposing continuation of the Transition Partnership Project for special education students.

RECOMMENDED ADOPTION OF INSTRUCTIONAL MATERIALS FOR SENIOR HIGH
SCHOOLS
Mr. Konantz presented Division of Instruction Communication No. 4 recommending the adoption of 29 textbooks for courses in art, English, and music.
The communication was approved for transmittal to the Board of Education on May 23, 2000.
FEDERAL CLASS SIZE REDUCTION PROGRAM
Ms. Gutierrez presented Division of Instruction Communication No. 3 authorizing staff to prepare and file an application to continue the Federal Class Size Reduction Program in the 2000-2001 school year.
The communication was approved for transmittal to the Board of Education on May 23, 2000.
DISTRICT TESTING PLAN
Ms. Roth presented Division of Instruction Communication No. 7 proposing the adoption of recommendations from the Testing Summit Task Force in order to streamline the District's testing program and increase instructional time.
Ms. Roth and Ms. Evans responded to questions raised by the Committee.

SUBMISSION OF PART I OF THE 2000-2001 APPLICATION FOR FUNDING CONSOLIDATED CATEGORICAL AID PROGRAMS
Ms. Minami presented Division of Instruction Communication No. 2 proposing submission to the California Department of Education, for approval by the State Board of Education, Part I of the 2000-2001 Application for Funding Consolidated Categorical Aid Programs.
Ms. Minami, Ms. Schroeder, Ms. Wesson, Ms. Lockhert, and Dr. Rasmussen responded to questions raised by the Committee.

PROGRAM QUALITY REVIEW WAIVER RENEWAL
Dr. Barner and Ms. Johnson presented Division of Instruction Communication No. 6 proposing submission of a general waiver renewal to the California Department of Education, for approval by the State Board of Education, which will grant to the District the flexibility to use District personnel to conduct program quality reviews.
Ms. Johnson responded to questions raised by the Committee.

INFORMATIONAL ITEM
EVALUATION REPORT OF PALISADES CHARTER SCHOOL
Ms. Burton reported that eight charter schools in the Palisades complex will complete their initial
five-year charter on June 30, 2000. Each school has submitted a renewal petition to continue their
charter another five years. The Board is scheduled to receive the new petitions on May 23, 2000,
for action on June 13, 2000.
Ms. Burton talked about the evaluation of the Palisades Charter complex schools and the purpose of charter schools.
Mr. Michael Butler, Executive Vice President, Public Works, discussed the evaluation process that was conducted by his organization and the responses to the evaluation questions.
Ms. Burton, Mr. Butler, Ms. Schroeder, Mr. Merle Price, Hamilton/Palisades/University Cluster Administrator, Ms. Terri Arnold, Principal, Pacific Palisades School, and Ms. Carol Henderson, Principal, Canyon Charter School, responded to questions raised by the Committee.

Mr. Tokofsky presented his motion on the State's Academic Performance Indicator. He suggested that an additional word be added to the fourth line of the motion.
, That the Board of Education of the City of Los Angeles direct the Superintendent to
communicate to the State Legislature, Governor, State Board of Education and Superintendent of
Public Instruction its desire that continuation and opportunity school students be ranked on the
same State's Academic Performance Indicator (API) relative to all other regular high school
students and high schools within the State, and that the API be posted together with this year's
State test results.
The motion will be acted upon by the Board of Education on May 23, 2000.
