BOARD MEMBER LAMOTTE'S MOTION‹ADHERENCE TO THE PROMOTIONAL EXAMINATION PROCESS

The following speakers addressed the Committee on Ms. LaMotte's motion:

Board Member LaMotte presented the following revised motion:

Resolved, That the Los Angeles Unified School District implement and utilize a merit based promotional examination system for all certificated promotional administrative classifications with five or more positions, and who are members of the Associated Administrators of Los Angeles.

Resolved further, That any circumvention of this motion by means of Administrative Regulations 4213 and 4214 receive approval ratification of the Board of Education of the City of Los Angeles;

Resolved further, That the Board directs the Superintendent to bring back within 60 days a proposal for an examination process, which would include:

  • An assessment center and budget implications

  • Confidential tracers

  • A ranked list incorporating a rule of five

  • A process by which qualified candidates on an existing list would be integrated into newly established lists

  • A plan by which out-of district prospects will be subject to the same process as district personnel to ensure equity; and be it finally

Resolved, That if this proposal is not acceptable, the Superintendent must submit a proposal to the Board to eliminate all promotional examinations and allow local superintendents and the general superintendent to make all administrative assignments.

In response to a question raised by Board Member LaMotte, Ms. Hirsh advised that the 4200 series Board Rules were moved to the Administrative Regulations.

Superintendent Romer strongly disagreed with the suggestion of establishing ranked lists with a rule of five for administrative appointments. He recommended that the present system be retained while staff continues to review alternatives and refine processes related to administrative examinations.

Committee Member Lansing expressed his opposition to a ranked list and suggested that a process be established in which only the best candidates are selected.

Superintendent Romer and Ms. Hirsh responded to comments and questions raised by the Committee.

Following a lengthy discussion, the Superintendent requested additional time to develop an assessment center; to develop a process to determine how an applicant is selected from the eligible list; and to develop a screening process for selecting outside applicants.

In response to Board Member LaMotte's question concerning the legality of Administrative Regulation 4201, Mr. Crain advised that the Board Members rescinded the 4000 series Board Rules which pertain to certificated management assignments. The Superintendent, as part of the rescission, may have adopted some administrative regulations. The issue of the rule of five is not operative unless the Superintendent wants to promote and propagate it as a regulation.




At the request of Chairperson Canter and Board Member LaMotte, Mr. Crain will provide the Committee with a copy of the old Board Rules 4210, 4213, and 4214. Mr. Crain pointed out that most of these rules were incorporated in the certificated collective bargaining agreement with Associated Administrators of Los Angeles.

Chairperson Canter requested that Board Member LaMotte's motion be reviewed again at the next Augmented Human Resources Committee meeting.
