Mr. McConnell introduced Mr. Gary Rainwater, the new Director of Facilities Support Services.
Mr. McConnell announced that he visited Van Nuys New Elementary School No. 1, a construction project that is three weeks away from being completed. The ribbon will be cut on this school and five others this calendar year and the District will break ground in the next several weeks on Huntington Park New Elementary School No. 3, Otis New Elementary School, and Franklin New Primary Center No. 1.

Mr. Huizar asked if construction on Corona New Primary Center could possibly contaminate shallow groundwater and if any contingencies have been planned should this happen. Mr. Robin Brown, Senior Project Manager for this project, stated that as part of the investigation and design process, the soil was tested to determine the stability of the soil and the depth of the groundwater. The soil report
indicates that the highest level of groundwater was going to be below the depth of the underground parking.
Mr. Lansing asked Mr. Blackman and Mr. Anderson to describe any other concerns that should be considered.
Mr. Blackman indicated that at Maclay New Primary Center No. 2, there was the potential to endanger some burrowing owls, but before construction begins, the site will be checked to ensure the owls have not occupied the site. At Manual Arts Primary Center No. 2, the school police will do a survey to determine if an onsite school safety officer is needed. At Santa Monica Primary Center, some landscaping will be added to reduce traffic noise along Santa Monica Boulevard. At South Gate New Elementary School No. 6, there is some offsite contamination adjacent to the site. The District is working with the Department of Toxic Substances Control (DTSC) and has asked them to enforce action against the owner or prior owners of that site as it slightly impacts the campus.
All reports were approved to go forward to the Board with action anticipated on February 12, 2002.
PUBLIC COMMENTS
Mr. Gene Krischer, representing Friends of the Children, spoke on air conditioning issues relative to portable classroom buildings, the Department of Water and Power's solar power program, and his opposition to commercial development and public funding of the Ambassador site.
