Mr. Lansing announced that Fourth Street and State Street New Primary Centers are withdrawn from the report.

SPEAKER

Alec Mann, Friends of Hazard Park and Hazard Park Wetlands, spoke about the agreement between Los Angeles Unified School District and Department of Recreation and Parks for use of the park by Bravo Medical Magnet students. He also submitted to the Committee a letter to Angelo Bellomo regarding environmental concerns.

AUTHORIZATION FOR STAFF TO PROCEED WITH THE EXPENDITURE OF FUNDS FOR REAL ESTATE DUE DILIGENCE, ENVIRONMENTAL STUDIES AND DESIGN ACTIVITIES REQUIRED TO DELIVER THE PROPOSED ESCUTIA PROJECTS AT THE SPECIFIC SITES LISTED IN ATTACHMENTS A-L

SAN FERNANDO VALLEY AREA

Robin Brown, Senior Project Manager, introduced Rod Hamilton, Senior Facilities Executive.
Mr. Hamilton described the preferred sites for Maclay New Primary Center and North Hollywood New Elementary No. 4

MACLAY NEW PRIMARY CENTER

There were no comments or discussion.

The site was approved to go forward to the Board for action on February 13, 2001.

NORTH HOLLYWOOD NEW ELEMENTARY SCHOOL NO. 4

Mr. Tokofsky requested a copy of the notices sent to the community on consolidation of Oxnard New Primary Center with this school. Mr. Hamilton will send a copy of the notices to the Committee.

SPEAKERS

Mr. and Mrs. Gomez opposed the site.

Bernice Roth opposed the site and recommended the park site at 12311 Van Owen which is seldom used.

Rafael Ruela opposed the site and recommended the park site on Van Owen because it is seldom used.

Gene Dudley, Real Estate and Asset Management Division of Recreation and Parks, spoke about dedicated parkland being restricted to park use only.

A brief discussion followed on joint use of parks and eminent domain. Roger Rasmussen was asked to research the use of eminent domain for parks.

The site was approved to go forward to the Board for action on February 13, 2001.

SOUTH LOS ANGELES AREA

Rick Rodriguez, Senior Facilities Executive, explained why the preferred sites for Fourth Street New Primary Center and State Street New Elementary School No. 1 were withdrawn. He then described the preferred sites for Bell New Elementary School Nos. 5 and 7 and Jefferson New Elementary School No. 7. He also stated that Bell New Elementary School No. 5 is now called Maywood/Bell New Elementary School.

BELL NEW ELEMENTARY SCHOOL NO. 5

SPEAKER

Hector Alcazar, resident, asked Mr. Rodriguez if everyone wants to sell their homes.

Mr. Rodriguez stated not everyone wants to sell their houses but most agreed to sell.

The site was approved to go forward to the Board for action on February 13, 2001.


BELL NEW ELEMENTARY SCHOOL NO. 7

SPEAKER

Rudolfo Monroy opposed this site. He recommended Salt Lake Park or next to Nimitz Middle School.

The site was approved to go forward to the Board for action on February 13, 2001.

JEFFERSON NEW ELEMENTARY SCHOOL NO. 7

SPEAKERS

Anna Catellanos supported the site but expressed concern about replacement housing.

Juanita Tate supported the site. She spoke about affordable housing planned for the area which will be available as replacement housing for displaced homeowners.

The site was approved to go forward to the Board for action on February 13, 2001.

CENTRAL LOS ANGELES AREA

Mark Pahoundis, Senior Realty Agent, described the preferred sites for the following new schools.

MANUAL ARTS NEW ELEMENTARY SCHOOL NO. 3

SPEAKERS

Esther Portillo, Corporation for Economic Survival, opposed the site. She opposed taking of homes, expressed concern for replacement housing, and requested meeting times be changed to accommodate working parents. She stated she represented hundreds of home owners in the area who oppose this site.

Lawrence Brown, Jr. Opposed the site. He stated there was not proper notification or community involvement, and that this is not the community's choice.

Donald Prudhomme opposed the site because of a high crime area across the street.

This site was withdrawn from the report by the Committee. Staff was asked to look at all the sites being considered again, to enhance the community outreach, and to rank the sites when this project,

Manual Arts New Elementary School No. 3, is brought back to the Committee. Also, it should be brought back as quickly as possible.

SPEAKERS


Unidentified speaker opposed the site because of gang activity across the street.

Salomon Rivera, Community Coalition, opposed the site.

Mr. Lansing urged all the people interested in locating a site for this school to keep in touch with the Community Outreach and Real Estate staff.

MANUAL ARTS PRIMARY CENTER NO. 2

There were no speakers or discussion.

The site was approved to go forward to the Board for action on February 13, 2001.

The following two site, Marshall and Santa Monica New Primary Centers, were reviewed by the Committee at the beginning of the meeting.

MARSHALL NEW PRIMARY CENTER

SPEAKER

Jim Mc Quiston, Planning Representative for East Hollywood Community Association, recommended Site 4 in lieu of the preferred site.

The site was approved to go forward to the Board for action on February 13, 2001.

SANTA MONICA NEW PRIMARY CENTER

SPEAKER

Jim Mc Quiston recommended Site 6 which is in a development area in lieu of the preferred site.

Ms. Fields requested staff to work with CRA on the development of a school when they are ready to build a high rise building in the vicinity of the Santa Monica New Primary Center.

The site was approved to go forward to the Board for action on February 13, 2001.

WILSON NEW ELEMENTARY SCHOOL NO. 1

Mr. Tokofsky asked about the Community Outreach efforts on this site. Lily Quiroa, Community Outreach Office, described the actions taken to inform the community. Mr. Tokofsky requested he too be kept informed of all community outreach efforts.

The site was approved to go forward to the Board for action on February 13, 2001.
