1. Board of Education Report No. 287 - 03/04 (Direct) ADOPTED AS AMENDED
Budget Services and Financial Planning Division
- (Budget Reductions for Fiscal Year 2004-05) Specific proposals recommended by the
Superintendent are also contained in Tab #50 - Adoption of Superintendent's Provisional Budget and
are expected to be approved within that item. Amendments below may be addressed with this item.
PROPOSED AMENDMENTS TO SUPERINTENDENT'S PROPOSED BUDGET
REDUCTIONS
Mr. Tokofsky - Amendment to Budget Reductions (Noticed May 25, 2004)
1. Reduce overtime by 75% and return savings to the reserve for economic uncertainties.
2. Eliminate all unfilled positions and return savings to the reserve for economic uncertainties.
3.Investigate the sale price of all non-school and closed school sites and provide the potential
revenues to the Board in closed session.
- 4.Investigate the sale of portions of a school's property when that school's density is less than the
District median density of 170 students per acre. The resulting funding would be placed into the
reserve for economic uncertainties or used for school construction or maintenance. For example,
a 20 acre school site with 1,400 students would have a density of 70 students per acre. The sale
of nearly 12 of the 20 acres would place the school at the median density of 170 students per acre
and the resulting millions of dollars could be placed in the reserve or used for facilities.
5. Reduce classified personnel costs by $500,000 and return savings to the reserve for economic
uncertainties.
6. Reduce consultant contracts by $5 million and return savings to the reserve for economic
uncertainties.
7. Reduce the number of non-school site employees earning greater than $120,000 to save
$1 million and return savings to the reserve for economic uncertainties.
8. Pursue a State Board of Education waiver for the required 3% match for deferred maintenance
to continue the 2% match. Return the resulting $60 million savings into the reserve for
economic uncertainties.
- Mr. Lauritzen - Amendment to Budget Reductions (Noticed June 22, 2004) ADOPTED AS
AMENDED
- Resolved, That the Board of Education of the City of Los Angeles directs the Superintendent to
reduce as nearly as possible all redundancies in the central administrative structure in such areas as
professional development, conference expenses, employees making over $100,000 and any and all
other redundancies in central administration to obtain a reduction of at least $8 million; and be it
- Resolved further, That savings resulting from this motion be applied to the current budget deficit first,
and any additional savings be directed to school sites.

Resolved, That the Board of Education establishes under its direction an independent analysis of the
District's central and local district administrative structure. The analysis will at a minimum
investigate the efficiency and the effectiveness of the central and local district administrative
structures. The District's bargaining units will be a party to this analysis.

take steps to implement the budget.

- (Various Purchasing Transactions) Ratifies regular purchase orders of approximately $23.9 million
of goods, food, and services; authorizes contract with Sabia Enterprises, LLC for software
development in conjunction with the Cafeteria Financial Management System project.
