SPECIAL MEETING MINUTES

1:00 p.m., Thursday, December 18, 2003

The Board of Education of the City of Los Angeles, acting as the Governing Board of the
Los Angeles Unified School District, met in special session on December 18, 2003, at the Administrative Offices, 333 South Beaudry Avenue, Board Room.

President José Huizar called the meeting to order at 1:20 p.m.

The following Members were present: Ms. Marlene Canter, Ms. Julie Korenstein, Ms. Marguerite Poindexter LaMotte, Mr. Jon Lauritzen, Mr. David Tokofsky, and President José Huizar.
Mr. Mike Lansing was absent.

Ms. Canter led the Pledge of Allegiance.

Dr. Maria Gutierrez Ott, Senior Deputy Superintendent, occupied the Superintendent's Chair until Mr. Roy Romer's arrival at 1:25 p.m.

BOARD OF EDUCATION REPORT NO. 167 - 03/04 (DIRECT)
State Waiver for Bancroft Middle School and Fairfax High School, Immediate Intervention/Underperforming Schools Program (II/USP) Cohort 2 Schools without
Valid Academic Performance Index (API) Scores

President Huizar announced:

Before action is taken on Board of Education Report No. 167 - 03/04 regarding a general waiver request to the State Education for Bancroft Middle School and Fairfax High School Immediate Intervention/Underperforming Schools Program Cohort 2 Schools without Valid Academic Performance Index Scores a public hearing must be held. This constitutes a public hearing and those individuals who wish to address the Board on this item will be heard. Anyone who wishes to speak to this report should go to the recording booth at the back of the Board Room and fill out a speaker's card. Those individuals will be heard after any speakers already on the list.

There were no speakers.

Ms. Canter moved that the report be adopted. Mr. Lauritzen seconded the motion.

Mr. Harry Gerst, Director of SB 1X Program, and Ms. Sheryl Broiles, Principal of Bancroft Middle School, responded to questions from Board Members.

After discussion and by general consent, the report was adopted. Mr. Lansing was absent.

Mr. Tokofsky moved:

That Mr. Mike Lansing, Member of this Board of Education, be found absent due to illness at the time of this Special Board meeting.

Mr. Lauritzen seconded the motion, which by general consent was adopted. Mr. Lansing was absent.

Mr. Jefferson Crain, Executive Officer of the Board, announced that the next Regular Board meeting will be held on Tuesday, January 13, 2004, at 1:00 p.m.

On motion by Ms. Korenstein, seconded by Ms. Canter, the meeting adjourned by general consent at 1:36 p.m. Mr. Lansing was absent.
