ANNUAL MEETING MINUTES
10:00 a.m., July 7, 1997

The Board of Education of the City of Los Angeles, acting as the Governing Board of the Los Angeles Unified School District, met in annual session on July 7, 1997, in the Administrative Offices patio and in Room H-160, Los Angeles City Board of Education Administrative Offices, 450 North Grand Avenue.

President Jeff Horton called the meeting to order at 10:20 a.m.

On roll call, the Board Members present were: Mrs. Barbara M. Boudreaux, Ms. Victoria M. Castro,
Ms. Valerie Fields, Ms. Julie Korenstein, Mr. George Kiriyama, Mr. David Tokofsky, and President Jeff Horton.

Superintendent Dr. Ruben Zacarias was present.

President led the Pledge of Allegiance to the Flag

President Horton announced that the agenda included the swearing in of three new and re-elected Board Members.

ADMINISTRATION OF OATH OF OFFICE TO NEW RE-ELECTED BOARD MEMBER

Reference is made to the Primary Nominating Election (April 8, 1997) and General Municipal Election (June 3, 1997) wherein the following persons were elected as Members of the Board of Education:

The Oath of Office was administered to the new and re-elected Board Members as follows:

Ms. Victoria M. Castro by Judge Theresa Sanchez-Gordon.

Ms. Valerie Fields by her husband, Judge Jerry Fields.

Ms. Julie Korenstein by Jefferson Crain, Executive Officer of the Board.

President Horton also introduced the three continuing Board Members:

He introduced former Members of the Board, Ms. Roberta Weintraub and Mr. Mark Slavkin, former Superintendent of Schools William Anton, and the Presidents of various organizations who were present at the ceremony.

Entertainment began with the Roosevelt High School Mariachi Olympico, who provided a musical presentation of "Viva Veracruz". The next musical performance was by Ms. Ana Kostyuchek of Hamilton High School, accompanied on the piano by Ms. Janie Kostyuchek, followed by the Monroe High School Jazz Band. Ms. Kaya Millen of 74th Street School, accompanied by Ms. Sandy Whiller performed a song and the finale was performed by the Martin Luther King, Jr., Elementary School Choir.

At 11:26 a.m., the Board recessed the meeting to reconvene in Room H-160 (Board Room)

The Board reconvened in H-160 at 12:50 p.m.

On the Superintendent's call for the roll, the following Members were present: Ms. Boudreaux,
Ms. Castro, Ms. Fields, Mr. Kiriyama, Ms. Korenstein, Mr. Tokofsky and Mr. Horton.

ELECTION OF NEW PRESIDENT

Mr. Hisham Dakhil and Mr. Dafer Dakhil addressed the Board on the Election of New President.

The Superintendent announced, in accordance with Board Rule 1, nominations were in order to elect a President of the Board of Education for the fiscal year beginning July 1, 1997.

Mrs. Boudreaux placed in nomination the name of Ms. Victoria M. Castro. Mr. Horton seconded the nomination.

Mr. Kiriyama placed in nomination the name of Ms. Julie Korenstein. Mr. Tokofsky seconded the nomination.

Ms. Castro moved to close the nomination. Mr. Kiriyama seconded the motion, which by general consent was adopted unanimously, 7 ayes.

On roll call, the motion nominating Ms. Castro as Board President failed, 3 ayes, 2 noes, Ms. Fields and Mr. Tokofsky, 2 abstentions, Mr. Kiriyama and Ms. Korenstein.

On roll call, the motion nominating Ms. Korenstein as Board President carried, 5 ayes, 2 abstentions,
Mrs. Boudreaux and Ms. Castro.

President Korenstein requested that Board Members submit a request to her indicating which committee would be of interest to them, and that action on the following items be postponed for one week:

Appointment Of Committee Of the Whole Chairperson and Members to Board Standing Committees by President

Election of Board Member Representative to Vote in Electing Members to the County Committee on School District Organization (Education Code 35023)

Election of Board Member Representative to the Los Angeles County School Trustees Association

Election of Board Member Representative to the California School Boards Association Board of Directors

On motion of Mr. Kiriyama, seconded by Mrs. Boudreaux, the Board adjourned the meeting at
1:05 p.m., by general consent.
