SPECIAL MEETING MINUTES

4:00 p.m., Tuesday, April 16, 2002

The Board of Education of the City of Los Angeles, acting as the Governing Board of the Los Angeles Unified School District, met in special session on April 16, 2002, in Room H-160, Los Angeles City Board of Education Administrative Offices, 450 North Grand Avenue.

Vice-President Huizar called the meeting to order at 4:16 p.m.

The following Members were present: Ms. Marlene Canter, Mr. José Huizar, Ms. Julie Korenstein,
Mr. Mike Lansing, Mr. David Tokofsky and President Caprice Young. Ms. Genethia Hudley Hayes
was absent.

Superintendent Roy Romer was present.

Mr. Lansing lead the Pledge of Allegiance.

Vice President Huizar modified the Order of Business.

PUBLIC SPEAKERS

Vice President Huizar introduced Los Angeles City Councilman Eric Garcetti, who spoke briefly in opposition of the closures of the Early Education Centers of the District. He stressed the importance of keeping the centers open to educate children who would otherwise not be served.

Superintendent Romer responded by stating the District would not stop providing child care; but could not operate a center with less than 80-90 students.

BUDGET OVERVIEW

Dr. Joseph Zeronian, Chief Financial Officer, provided a brief update on the State's budget and how it would affect the District. Mr. William Chavez, from Strategic Education Service in Sacramento, anticipated that the District's share of the cost of living adjustment (COLA) would be lower next year.

LOCAL DISTRICT BUDGET

The Local District Budget report was postponed to the Special Board Meeting of Saturday, April 20, 2002.

SELECTED CENTRAL OFFICE BUDGETS

Office of General Counsel

Mr. Harold Kwalwasser, General Counsel, gave a brief summary of the proposed budget for the Office of the General Counsel for the fiscal year of 2002-2003. The office has undergone a major transformation in 2001 and acquired the operation of the offices of Chanda Smith, Insurance Services, and the Equal Opportunity Offices.

Instructional Services

Mr. Merle Price, Deputy Superintendent, gave an overview of the Instructional Support Services budget. He identified the eleven branches that report to the following three Assistant Superintendents, who briefly provided an overview of their functions:

Ms. Sue Shannon, Assistant Superintendent, Elementary Instructional Support Services

Ms. Kathy Leslie, Assistant Superintendent, Secondary Instruction

Ms. Ronnie M. Ephraim, Assistant Superintendent, Instructional Support Services

Mr. Price shared a brief branch analysis of the budget for the 2002-2003 fiscal year, which is in place for the Specially Funded Programs and the Federally Funded Programs (Grants).

Student Integration and Specially Funded Programs

Dr. Theodore Alexander, Associate Superintendent, Specially Funded and Parent/Community Programs Division briefly outlined the Division's budget for the 2002-2003 fiscal year.

Program Evaluation and Assessment Branch and School Police Office

The Program Evaluation and Assessment Branch and the School Police Office reports were postponed to the Special Board Meeting of Saturday, April 20, 2002.

Ms. Connie Moreno, representing the Classified School Employees Association (CSEA).

On motion by Mr. Tokofsky, seconded by Ms. Canter, the meeting adjourned at 7:36 p.m. Ms. Hayes, Ms. Korenstein and Mr. Lansing were absent.
