SPECIAL MEETING MINUTES

The Board of Education of the City of Los Angeles, acting as the Governing Board of the Los Angeles Unified School District, met in special session on April 6, 2002, in Room H-160, Los Angeles City Board of Education Administrative Offices, 450 North Grand Avenue.

Vice President Huizar called the meeting to order at 9:55 a.m.

The following Members were present: Ms. Marlene Canter, Ms. Genethia Hudley Hayes, Mr. José Huizar, Ms. Julie Korenstein, and Mr. Mike Lansing. Mr. David Tokofsky arrived at 10:00 a.m., and President Caprice Young arrived at 10:04 a.m.

Superintendent Roy Romer was present.

Ms. Canter lead the Pledge of Allegiance.

BUDGET PRESENTATION

Superintendent Romer provided a brief statement on the proposed budget cuts of approximately $428 million. He stated that the chart presented does not include any wage increases and benefits.

Dr. Joseph Zeronian, Chief Financial Officer made a presentation recapping the five-year forecast, basic budget reductions, and its impact on the District and staff.

The following Local District Superintendents provided their budget strategies to deal with school site cuts and budget cuts to local district offices, school sites, and classrooms:

Ms. Judy Burton Superintendent, District B

Mr. Robert Collins Superintendent, District C

Dr. Sylvia Rousseau Superintendent, District I

The following Division staff members also made presentations regarding budget reductions:

Ms. Megan A. Klee Chief Information Officer, Information Technology Division

Mr. Jim McConnell Chief Facilities Executive, Facilities Services Division

Ms. Kathi Littmann Director, School Building Planning-New Facilities

Ms. Lorenzo Tyner Budget Director, Budget Services and Financial Planning Division

Ms. Maria Reza Assistant Superintendent, Student Health & Human Services Division

Dr. Roger Rasmussen, Director, Independent Analysis Unit, commented on the budget process and proposed reductions.

The following speakers addressed the Board regarding budget cuts:

Ms. Irma Fraigun, Chair UTLA, Early Childhood Education

Ms. Bernadette Nazareno

Ms. Mary Jaquez

Mr. Walter Waddles

Ms. Connie Moreno, representing California School Employees Association (CSEA)

Mr. Edwin Ramirez

Mr. Day Higuchi, President of United Teachers Los Angeles (UTLA)

Board Members discussed and expressed their concerns regarding the proposed budget cuts and recommendations.

Ms. Young moved that the meeting be adjourned. Mr. Tokofsky seconded the motion, which by general consent was adopted. The meeting adjourned at 2:30 p.m.
