Turn off the ethernet of the Mach-1 (unplug the ethernet)
Go to a correctly setup Windows machine and open a DOS Prompt
Ping the "conflicted" IP address.
Type the command c:\windows\>arp -a (This will show the  IP and MAC addresses in that machine's arp cache..

Now if you have Cisco Switches that have a web browser built  in, open it up and check the the arp caches of all of them  for  the offending machine..

This allowed me to isolate it to one 24 port switch...

Also, if you are using "ifup" or "ifdown" in linux, this doesn't down that IP properly. I had this problem once. Pulling the  patch cable is the only gauranteed way to get it off the LAN. Then restart after deleting for Example:

/etc/sysconfig/network-scripts/ifcfg-eth1
