ARRIVAL AND DISMISSAL POLICY


Pupils waiting to be picked up by parents 15 or more minutes after the conclusion of school must be under the supervision of Youth Services and After School Playground Directors in the PE gym area. Pupils will arrive and leave school using gates on Andasol and Louise only. All other gates will be locked. For the students safety, please DO NOT load or unload in the faculty parking lot.

ATTENDANCE OFFICE

Students must be in school every day unless they are ill or have a medical or dental appointment. California State Law requires that all students returning from an absence have an absence note or a verification signed by a parent or guardian, explaining the date and reason for the absence. Students must take these notes to the Attendance Office and readmittance cards will be issued. Readmittance cards are to be carried by students to their classes for classroom teachers signatures. This is a closed campus. Students are not allowed to leave school for any reason without a permission slip from the Attendance Office. In order to be excused early, a student must have a written parent request and be picked up in the Attendance Office by a parent. The office will then issue to the student a permit to leave the campus. Attendance Office personnel should be notified of any changes in student addresses or telephone numbers. Clearance for students transferring to other schools also originates in this office.
The Attendance Office is open at 7:30 a.m. Parents are requested to telephone the Attendance Office (818) 363-7401, whenever their son or daughter is absent.

Students should be on time to school and to their classes. However, if a student has an unexcused tardy to school, these procedures are followed:

Students who are less than five minutes late to school should report immediately to assigned Homerooms.
Students who are more than five minutes late to school should report immediately to the Attendance Office for record clearance.


Medical and Dental Appointments:


Written requests for medical and dental appointments should be presented to the Attendance Office before school on the day of the appointment. Pick up the Permit to Leave slip and bring it back to the office upon returning. If the student has a morning appointment, come to school in the afternoon. If the appointment is in the afternoon, come to school in the morning. Do not stay out of school the entire day.

BICYCLE RULES


IT'S THE LAW - Children ages 17 and under must wear a bicycle helmet whenever riding a bicycle.

Make sure the helmet is fitted properly on the child's head for maximum protection.

All students are to observe the safety rules.
All bicycles are to be locked in the bicycle compound as soon as they are placed in the rack. Each student's bicycle must be locked separately. Under no circumstances are students to lock their bicycles together. Also students should not leave their locks (chains) to "reserve" parking spaces.
Bicycles may not be ridden on the campus, covered walkways or Colonial Drive. Colonial Drive is reserved exclusively for school buses. Bicycles left on the school grounds are the responsibility of the owner.
The Bike Rack is open from 7:30 a.m. to 7:55 a.m. and for 20 minutes at the close of school.
Skateboards and roller blades are never permitted on campus.

BUS TRANSPORTATION POLICY

Riding a school bus is a privilege and a responsibility which may be revoked if safety rules are not observed. Students must go directly to the buses as soon as they are dismissed from school. If you misbehave on the bus, you may be suspended from riding the bus permanently. Each student must have an ID card to ride. Students will remain seated when the bus is in motion and follow all instructions of the driver. Fighting, harassment of others, horseplay, or profanity will result in the loss of bus privileges.
LATE BUSES leave at 4:15 p.m. on Wednesday and Thursday. Students must obtain a late bus pass from the sponsor for their activity in order to board the bus.

CAFETERIA

RULES FOR NUTRITION / LUNCH:

Orderly lines are formed in front of the service windows.

Items and prices are listed above the windows.
Correct change is always necessary. Change is available at the Student Store.
Students may not save places in line for friends.
Students may eat only in the covered Lunch Area.
After eating is completed, place paper and debris in the receptacles provided. Also, place empty aluminum cans in the appropriate recycling containers located throughout the eating area.
Students may go to the athletic areas to play after they have finished eating. NO FOOD, DRINK OR CANDY is to be taken past Colonial Drive.

Students eating breakfast before the start of school (7:20 a.m. - 7:50 a.m.) are restricted to the dining tables directly in front of the entrance to the Teacher's Cafeteria.Prices for lunch are as follows:

CALIFORNIA STATE EDUCATION CODE

The California State Education Code prohibits:
Possession, use or sale of firearm, knife, explosive, or other dangerous objects.
Possession, use, or sale of tobacco, narcotics, or alcohol.
Possession of radios, tape/CD players, pagers or cellular telephones.
Persistent defiance.
Theft or extortion.

Habitual obscenity, vulgarity, profanity or hate language (e.g. racial / ethnic slurs).

Defacing property. Parents are held responsible for damage to school property caused by their child.

CODE OF CONDUCT

One of the major outcomes of LEARN - Los Angeles Educational Alliance for Restructuring Now - is to create and promote a positive learning environment where all members of the Patrick Henry Community will show respect for each other and themselves, and demonstrate care of personal and school property.
Academically - During classroom activities students will speak to each other respectfully using appropriate language.
Students will respect the rights of others by listening when others speak without interrupting each other.
Personally - Students will follow school and classroom rules.
Students will show pride of ownership by maintaining a clean classroom and campus.
Interpersonally -Students will respect each other's personal property.
Students will resolve conflicts in a positive manner.
In order that the school may be a clean, pleasant, attractive, and wholesome place in which to learn, certain rules are necessary. Each student must be responsible for his / her own actions and the consequences for any misbehavior.
The following standards indicate the type of behavior expected of Patrick Henry Middle School students.

GENERAL

Students are expected to show respect and to follow the directions of all school personnel.
Always use courteous language in class and in addressing adults and fellow students.
Show respect during flag ceremonies.
Distracting articles such as skateboards, cameras, radios, video games, (game boys), pogs, trading cards (example - baseball cards) and other toys (i.e. pacifiers, troll dolls, balloons, dolls, stuffed animals, etc.) are to be left at home. All articles will be confiscated and held pending a parent conference.
Expensive jewelry, personal items and large sums of money must be left at home.
"Tagging" or graffiti on workbooks, backpacks, hands, walls or school property is prohibited.
Whenever students need to leave campus during the school day, a pass from the Attendance Office must be obtained.
All food items are to remain in the designated eating areas.
Fighting is not permitted. Seek assistance from counselors or teachers in solving problems.
For the student's safety and health, shoes are to be worn at all times.
Careless disposal of gum in drinking fountains, on furniture, on carpets and on the floor presents sanitation and cleaning problems. Therefore, gum chewing is NOT permitted on campus.

METAL DETECTION PROCEDURES

Locker searches:
It is one of our primary aims to maintain a safe and secure educational environment. The School Board has approved a plan to use random scanning of students to discourage anyone from bringing any weapon or facsimile to school.
There will be no prior notification of the time or which period scanning and / or locker searches will take place.
Each day random selection of period, rooms and students (based on computer roster placements) will take place.
All metal detection checks will be done randomly and in the most sensitive way possible.
All checking will be done in the manner prescribed by the guidelines of the Los Angeles Unified School District.
Included in our metal detection program will be random searches of student lockers.
Selection of students to be checked will be done in one of the following ways:
Funneling: An area of campus will be selected and a random number of students will be funneled to a check point.
Tardy sweeps: A random selection of tardy students will be taken to a check point.
Random classroom: Students will be selected from classrooms and taken to a check point. Students will be given excuse slips to use when they return to class.

LOITERING / TRUANCY

The Los Angeles City Council and Los Angeles County Board of Supervisors have passed a Loitering / Truancy Ordinance that is in effect.
The ordinance prohibits any person under the age of 18 and subject to compulsory school attendance, from loitering in or upon the public streets, highways, roads, alleys, parks, playgrounds, or other public grounds between the hours of 8:30 a.m. and 1:30 p.m. on days when the student's school is in session.
The exceptions to this are as follows:
a student is accompanied by a parent or guardian.
a student is on an emergency errand directed by a parent or guardian.
a student is going or coming directly from their place of gainful employment.
a student has permission to leave campus for lunch and has in his / her possession a school issued permit.
If a student is found to be in violation of this ordinance, he / she will be issued a citation. This will require the parent to appear in court with the youngster and may include a find of $250. The ordinance will be enforced through the Los Angeles City Traffic Ordinance Citation Program.

PROHIBITIONS ON POSSESSION BY ANY STUDENT

No K-12 student, even if that student is 16 years of age or older, may possess a tear gas weapon/pepper spray while taking part in any regular school activity, including extracurricular activities such as athletic events and school dances. Although Penal Code Sections 12403.7 and Section 12403.8 authorize a person 16 years of age or older to possess and carry a tear gas weapon/pepper spray, the District maintains complete authority over the possession of tear gas weapons/pepper spray on school sites. appropriate disciplinary action will be taken should any student be found in possession of such a weapon under the prohibited circumstances.

CULMINATION REQUIREMENT

To satisfy requirements for a certificate of culmination a student MUST HAVE:
A minimum score on the reading, language arts and mathematics sections of the augmented Stanford 9 test given in the Spring of 2000.
A mark of "C" or better in English 8 AB or English as a Second Language courses (for students who are limited-English proficient) combined with a passing score on the District's performance based assignments in each subject area.
A score at or above the proficiency level determined by the District on STEPS (Standards Test to Evaluate Performance of Students)
Earn fifty (50) credits in the eighth grade.

To participate in our exercises, a student must meet all of the following additional requirements:
Earn no more than three (3) unsatisfactory (U) final marks in work habits and cooperation in all courses including Homeroom for both semesters of the eighth grade.
Comply with all school rules, district regulations and policies.
Clear all indebtedness. In addition, candidates for a certificate who, at any regular marking period, fail to meet the above requirements may not participate in eighth grade class activities. Activities are planned to encourage students to perform satisfactorily and to maintain acceptable school standards.

DRESS CODE

Education Code Section 35183: The Legislature declares that "gang-related apparel" is hazardous to the health and safety of the school environment. The governing board of any school district may adopt reasonable dress code regulations that prohibit pupils from wearing "gang-related apparel" if the governing board has determined that the regulation is necessary for the health and safety of the school environment. Upon approval of the dress code regulations by the governing board of the school district, individual schools in the school district may adopt reasonable dress code regulations as part of its school safety plan.
Dress attire is to be appropriate and safe for school. Any item that can be associated with gang affiliation or attire is not allowed. Any clothing or accessory which attracts unusual attention is not appropriate. Students are also expected to care for their personal cleanliness.
Students are expected to conform to reasonable standards in cleanliness, appropriate dress, and hair styling. Reasonable standards are defined as presenting an appearance that is conducive to learning safe and that does not detract from or disrupt the learning situation for others.

SCHOOL UNIFORMS

PANTS / SHORTS:

Color: Navy, Khaki (Tan) or Black - Solid color only.

Style: Fitted at the legs and waist and remain at the waist when the belt is removed..NO sagging or baggy pants are allowed. Pants and shorts may not be more than one size too large or too tight. They may be cuffed or not cuffed but must be hemmed. NO Dickies or Ben Davis pants will be allowed.

Fabric: NO DENIM, Levis or jeans of any color. NO sweats or jogging suit materials. NO coveralls / overalls.

Length: Pants must be hemmed at least one inch above the ground, may not be stapled, taped, or split at the bottom. NO short shorts. Shorts may not hang below the knee. When wearing shorts, socks cannot be pulled up to the knees.

BELTS: Belts cannot extend more than three inches past the appropriate belt loop and cannot contain any initial or insignia on the buckle / belt.

POLO SHIRTS: NO BLOUSES, TANK TOPS OR SHIRTS WITH BUTTONS.

Color: Any solid color with no insignia, pictures or prints.

Style: MUST HAVE A COLLAR. May not be oversized or form fitting. Must have short or long sleeves but not sleeveless. Must be long enough to stay tucked in at all times. NO other shirt may be worn over the uniform shirt and only a plain white shirt may be worn under the uniform shirt. NO tank tops, transparent clothing, tube tops, strapless tops, or sleeveless undershirts can be worn.

SKIRTS, SKORTS, AND JUMPERS:

Color: Navy, Khaki (Tan) or Black.

Fabric: NO DENIM, Levis or jeans of any color. NO sweats or jogging suit materials.

Length: Must be the same as for shorts.

JACKETS, COATS, AND SWEATSHIRTS:

Style: Oversized jackets, coats, and sweatshirts are not permitted. Sweatshirts, sweaters, and jackets cannot be worn around the waist in the classroom or around campus.

Color: NO outerwear with professional team, college team, community team allowed. School class sweatshirts and school band uniforms are permissible.

SHOES:

STYLE: NO open toed shoes, thongs, slippers, sandals without a back strap are allowed. Heels or platforms of more than 1 -1/2 inches in height are not permitted.

HATS, SCARVES, CAPS, OR SUNGLASSES:

Style: NO hats, caps, bandannas, scarfs or sunglasses of any kind are to be worn or attached to clothing or backpacks.

MAKE-UP AND HAIR:

Style: NO gang related make-up, no outlining of the lips with dark lipstick, no heavy eye make-up. NO glitter on the face or body. NO punk rock or gang associate hair styles / colors of any kind. NO shaved heads, glitter or color in the hair.

PIERCING OF BODY PARTS AND EARS:

Style: NO PIERCING OF BODY PARTS WITH THE EXCEPTION OF EARS. Only small unobstructive stud earrings are permitted to be worn on campus by the boys.

MISCELLANEOUS: Any clothing or accessory that depicts any form of profanity, violence, gangs and drugs, alcohol, vandalism, weapons, tobacco, sexual overtones, or is offensive to any gender or race, is unacceptable and therefore not permitted at Patrick Henry. Bandanas are not allowed. The administration reserves the right, if necessary to add other items to this list, especially any and all items which become associated with gang membership and / or affects the safety and / or security of the campus.

DRESS CODE
FREE DRESS DAY

All dress attire is to be appropriate and safe for school. Any clothing or accessory which attracts unusual attention is not appropriate. Students are also expected to care for their personal cleanliness and hygiene.

RESTRICTED ITEMS which are inappropriate at school:
Caps, hats, bandannas, hair nets, punk-rock hairstyles and hair coloring. Cutoffs, halter tops, strapless tops, crop tops, short shorts, midriff tops, bating suits, P.E. clothes worn outside P.E. area, visible under garments, shirts with inappropriate logos or comments (i.e. graffiti, alcohol related, sexual suggestive, vulgar or profane, advocating racial, ethnic or religious prejudice or illegal activity), over-sized overalls with hanging straps.
Any item that can be associated with gang affiliation or attire - baggy, oversized pants (pant size must be appropriate to waist size), hanging belts, belts with large metal or initial buckles or studs.
Belts must be appropriate to waist size, kept in belt loops and not in pocket.

HOMEWORK

Homework is assigned on a regular basis in almost every class. Class homework schedules are a part of the class syllabus which students receive from their teachers at the beginning of the school year (or semester). If you have no specific homework, you should plan to spend one hour in general review study. It is the student's responsibility to ask the teachers for the assignments when absent. Students are encouraged to use the handbook calendar for writing down homework assignments which can be shared on a daily basis with parents.

HOMEWORK FOR ABSENTEES

Students are to make up all homework which was assigned during an absence. Students who are ill are entitled to full credit for make-up work.
Generally, students are given the same number of days that they were absent to make up the work missed. Requests for homework for absentees should be directed to the Counseling Office. Homework should be requested for long term absences only (e.g., more than one week.) Homework assignments will be available in the Counseling Office after school following the day on which the request is made. For short term absences, it is suggested that students know the phone number of a friend in each class, in order to obtain assignments.

INSURANCE COVERAGE

Since LAUSD does not provide accident / medical insurance for school related injuries, it does make available a low cost insurance plan to help your parents in the event you have an accident. Parents are reminded there is no school or District insurance coverage for the loss / theft of personal items, bicycles, clothing, textbooks, etc.

TIPS FOR CORRECT USE OF LOCKERS:

Students may only use their lockers:

a. Before School

b. During Passing Periods

c. After School

This means lockers MAY NOT BE USED during class periods.
Place your smaller locker card in a safe place. Keep the combination number to yourself. DO NOT TELL ANYONE ELSE YOUR COMBINATION.
Memorize combination as soon as possible. Practice using your locker by opening it several times before school. If you have any trouble with it and it is broken or will not open, report it to your homeroom teacher.
DO NOT open your locker while another student can see the dial.
DO NOT SHARE your locker with anyone else. Do not use another student's locker.
Do not put valuable articles in lockers, especially money. If for some reason you have a large amount of money, bring it to the Assistant Principal for safekeeping for that day.
Do not put your own padlock on locker - it's against fire regulations. You are responsible for the condition of your locker and any permanent damage will result in a fine.
REMOVAL OF LOCKER PRIVILEGE will result if the above rules are not followed.
The school assumes no responsibility for lost or stolen personal items.

LOST AND FOUND

The Lost and Found Department for misplaced articles is located in the Student Store and is open before and after school.
Lost articles are routed as follows:
Lost library books are returned to the Learning Resource Center (Library.)
Lost Textbooks are returned to the teacher (when the name is clearly printed or stamped inside the front cover) or to the Textbook Room.
Valuables such as purses and wallets, are retained in the Student Store.
Glasses, hearing aids and retainers are kept in the Health Office.

TELEPHONE POLICY

Except for emergencies, students are not permitted to use school telephones. A public telephone is located in the covered lunch pavilion for student's use.

We appreciate parent messages to students also be limited to emergencies in order to not disrupt the teaching process.

TEXTBOOKS

Students must assume the responsibility for textbooks lost and damaged. Textbooks are issued by classroom teachers and are distributed for student use within the first week of the school year. Failure to bring textbooks to class or failure to have them covered at all times can effect citizenship marks on your report card.

(Report Cards)

Honor Roll - Student will receive a mark in every subject in which they are enrolled. Students with no D's, Fails or U's are placed on the honor roll after each grading period. There will be various rewards such as field trips, assemblies etc.
Progress Reports are sent home in approximately the following manner:

DON'T BE LATE

TARDY POLICY

Students are to be SEATED ready to work in the classroom or PRESENT in the P.E. locker room when the tardy bell rings.
CONSEQUENCES:
TARDY #1 Firm in-class warning (teacher stresses the importance of being on time to tardy student(s) and class.)
TARDY #2 Teacher may contact parent / guardian. Possible demerit.

MERIT PROGRAM

The purpose of this program is to monitor our students' behavior and citizenship. The Merit Program is a computer generated program which documents a student's behavior so that parents have access to a detailed discipline history report at anytime. This is especially beneficial for parent conferences and Student Study Team meetings. Possible rewards for no demerits are "early to lunch" passes, assemblies, amusement park trips, no homework coupons, etc.

NOTIFICATION / SUMMARY OF SEXUAL HARASSMENT POLICY / PROCEDURES WITH REGARD TO ALL DISTRICT EMPLOYEES AND STUDENTS
The Los Angeles Unified School District considers sexual harassment to be a major offense which can result in disciplinary action to the offending employee or the suspension or expulsion of the offending student. District prohibits retaliatory behavior against anyone who files a sexual harassment complaint or any participant in the complaint investigation process. Each complaint alleging sexual harassment shall be promptly investigated in the way that respect the privacy of all parties concerned.

Definition Of Sexual Harassment:
Any unwelcome sexual advances, requests for sexual favors, and other verbal, or physical conduct of a sexual nature, made of someone from or in the work or educational setting ...(EC212.5)
Sexual harassment includes, but is not limited to:
Verbal conduct such as suggestive comments, derogatory comments, sexual innuendoes, slurs, or unwanted sexual advances, invitations or comments.
Visual conduct such as displays of sexually suggestive objects, pictures, posters, cartoon, or drawings, or use of obscene gestures.
Physical conduct such as unwanted touching, pinching, kissing, patting, hugging, blocking of normal movement, assault, or interference with work or study directed at an individual because of the individual's gender.
Threats and demands to submit to sexual requests in order to keep a job or academic standing or to avoid other loss, and offers of benefits in return for sexual favors.
Retaliation for opposing, reporting, threatening to report or participate in an investigation or proceeding on a claim of sexual harassment.
